Thanks... but apparently not so... man lynx and the comments in /etc/lynx.cfg don't seem to say so explicitly, but ~/.lynxrc seems to store (a) things you configure yourself in lynx while it's running and (b) a _subset_ of what you can configure in /etc/lynx.cfg.
