Don't know about rxvt, but for Xterm there are command line options for
this as well as resources you can put in your Xresources file. Example
resources:
XTerm*VT100*background: Black
XTerm*VT100*foreground: WhiteSmoke
You can find the names for the colors in /usr/X11R6/lib/X11/rgb.txt.
