Under Options/General/Linguistics you can choose your default
language.

But this also depends on your X and linux setup. 

I for example use de-latin1-nodeadkeys (kbd package), with which I
haven`t got problems to get umlaut a, o and u + sz. Accents (`e 'e
etc.) are a bit more complicated, and I don`t know how to get these
(because I don`t need them). 

But if you get Accents in your xterm there should be no problem to get
them in StarOffice, too.
