Mildy suprised someone hasn't already mentioned this. There is a program called SUDO, which has a debian package. It allows selected users to run selected programs as root, without them having to su to root. It's really easy to use.
I use it on my laptop, both to shut it down, and run APM to suspend the laptop, both of which have to be run as root normally.
