It looks to me (though I could be wrong, I'm using slackware to test) like you can just delete resolv.conf and make sure named isn't running. I suppose that brings down all DNS services, but why do you want to be able to telnet out of your router? FWIW- I can ssh into my router, but there's no ssh or identity on it, just sshd.
