What Debian version are you using - 1.3.1 ? I will assume that. What commands do you use to dial ("pon" or something else?), did you modify the /etc/ppp.chatscript and /etc/ppp.options_out? What does "plog" command say after failed dial? Please post all the relevant scripts and files (you may erase your password though:).
