Are you upgrading via ftp? If so, be warned that some mirrors might be a bit mucked up; master had a disk crash this week. Everything should be back to normal soon. In the interim, try ftping from another mirror. We have a mirror here at MidcoNet; try "{ftp,http}://brahe.midco.net/debian-ftp". The dpkg-http method is far superior, imho. I upgraded from this mirror yesterday, and all packages were present at that time. :I even checked for the packages using the search engine at :www.debian.org, and Netscape says "File not found". I'd say this is the same problem, cgi scripts run from "cgi.debian.org", which I believe is actually master. If master was down, cgi scripts would have been non-operational. I believe this was also solved very recently. I did/continue to run into a few weird things while upgrading to unstable; I'll summarise those to the list in a bit.
