I did a little bit of research and found out that the problem is that
the rftp that comes with socks does not support pasv transfers.  I just
installed ncftp, configured it for pasv and things seem to be working
fine now.

The problem with using Navigator / Communicator for ftp is that it is
usually overkill for simple ftp.  Also, Navigator FTP does not support
cool stuff like 'prompt off' 'mget *.html' etc.
