Yes, it is in hamm. No, you aren't stuck. You can get the .deb file by
ftp and install it. I don't have a bo system to test it, but I don't
think there is any reason why this package wouldn't install correctly on a
bo system.

BTW, the filename of the latest version is
<debian_root>/dists/unstable/contrib/binary-i386/web/netscape4_4.0-7.deb

Yes, this is an error. When dpkg comes to configuring all packages that
were installed, the state of gnuchess-book has become 'not installed'. I
think it's a harmless error. But you could call it a bug in dpkg if you
wish. Please check the bug system before you report it, somebody else may
already have done this.

Look in /usr/doc/pgp/ . In this directory are many files that give you a
lot information about pgp. I think the information you want will be there,
too.
