That's a packaging error in the CFS source. You need to rebuild the package yourself and change
EXE cpasswd debian/tmp/usr/bin/cmkdir to EXE cmkdir debian/tmp/usr/bin/cmkdir inside debian/tmp.files If this hasn't been reported as a bug yet on the bugtraq system, you ought to report it. Also it would be good to mention that 1.4.0beta is out.
