Don't know if I already said this, but I once had this error when used the same IRQ for my network card and the com port by mistake. You have a PnP modem. So you have to use ispnptools to configure it. Check if you set the modem to available values for IRQ and I/O in /etc/isapnp.conf and have enabled the (ACT Y) line.
