Yeah, a little-known one called "man apt-get" ;-)

actually, the package-relocation you speak of is implemented via dpkg's
root, admindir, and instdir options, and is great for setting up
chroots.

Look into "man apt.conf" to see how to specify options to how apt-get
invokes dpkg.
