You can use squid.  There is a debianised version of it included in the
main debian dist I think, quite easy to use.  I don't use diald, but I
can always access cached pages from squid using netscape.  Another
thing you might do if netscape is still doing DNS lookups inspite of
squid (though AFAIK squid does DNS caching too) you could install BIND
as a caching only DNS. BIND is also in the main debian dist, and also
very easy to setup with the help of the debian install scripts.
