This phenomenon is due to the strict RFC conformity of exim. smartlist generates a header with Resent-From but no Resent-To. To comply with some RFC exim will insert a Resent-To header (I got that from Phil a while back). This is known to the smartlist people and the examples for Smartlist mention a workaround.
