Use anything but the Win95 telnet.  It ***really*** sucks!

You can get by with it in a scrape using the hjkl keys as arrow keys when in
command mode within vi.

A great alternative that I use under Win95 is the latest version of
Hyperterminal (version 3.0) which has Winsock capabilities and great
terminal emulation.  HT3.0 is free (for personal use) and is available at:
