Some manufacturers, e.g. LSL and cheap*bytes, produce regular (silver) CDs in large quantities. They are often cheap. Others, e.g. I-connect, produce (gold) CD-recordables on demand. They are often more expensive, but offer more specialised products (such as the "unstable" distribution). Other differences in price can come from - whether or not a manufacturer contributes financially to Debian's development. - additional software or support.
