64kb/s is fast enough to run X, but slow enough to be very bad for your
productivity. I suspect 250 kb/s is fast enough to work, though you'll
probably don't want to display too many big graphix, or play fast
games over it.

On client, do:

$ telnet server
                 #login now.
$ echo $DISPLAY  #if this is empty, set display to clientname:0

$ xterm&

Now you've got an xterm sitting on your client, running on your server.
You can also start other programmes.
