You can also install perl, dpkg and whatever on a partition that isn't even mounted during normal operation. Or you could pick a right tool for the job in the first place -- if UNIX protection model's too weak for your purposes, why use UNIX? I'm sure there are a few OS'es around that use decent protection schemes.
