I remember that I installed the base system from floppies and then grabbed pcmcia-cs and pcmcia-modules and installed them. In my case I used a pcmcia modem to complete the install using the ftp method so I also loaded diald, netbase, dnsutils, and bind. I'm not sure if any of this stuff is included the base install now, but when I was installing, I had to ftp these packages, tar them to floppies and install them with dpkg -i.
