Yes, this may be the problem.  I did a 
diff /etc/syslog.conf /etc/syslog.conf.dpkg-old 
and came up with:

7,8c7
< daemon.*                      -/var/log/daemon.log
< mail.*                                /var/log/mail.log
---
> daemon.*;mail.*                       -/var/log/daemon.log
28a28
> local2.*              -/var/log/ppp.log


Does this mean there is a bug with the upgrade procedure?
Should I change back to the old file?
