Funny you should ask. I was just asked to find the same thing. (The whole idea seems pretty pointless to me but I guess the people with the money get to make all the decisions right? :-) A preliminary search has turned up something called wwwirc (http://www.fiu.edu/~zyang01/wwwirc/) that looks promising. Though you are warned upfront the interface is "not very pretty" and may need to be worked on which dampens enthusiasm somewhat. It seems to have been developed on SunOS but I'm hoping it will compile on Linux. I haven't actually tried yet though. If you do Debianize it, please let me know. While our Unix boxes at work are mostly Solaris, I'd much rather run it of my trusty Debian machine.
