Hi Matthew,
due to the export limitations on cryptographic software in the US the PGP
and ssh packages can be found on mirrors outside the USA.
README.pgp which is a link to README.non-US says :
US laws place restrictions on the export of defense articles, which
includes some types of cryptographic software. PGP and ssh fall into
this category. It is legal however, to import such software into the
US.
Other software may not be used at all in the US because of patent
violations. bzip falls into this category.
To prevent anyone from taking unnecessary legal risks, some Debian
GNU/Linux packages are only available from a non-US site:
