This problem is caused by an error in the expr program in the shellutils package. I know that this problem no longer exists on my system where I have installed shellutils v1.14-4 and libc5 v5.4.17-1. If you want a quick way to fix this problem you can make the following changes to the linux/scripts/Configure file.
