Some ideas: Did you recompile the kernel with support for the psaux device?
If you compiled it as a module is the module loaded? (`lsmod' to find out - you should see psaux, and probably misc too.) If you're using the kerneld module loader have you done a `depmod -a' to sort out the module dependencies? Is /dev/mouse pointing to /dev/psaux?
