It couldn't be. If you execute zgrep xman Contents.gz | grep bin you'd see that xman is part of the xcontrib package. The Contents.gz files are in the top of unstable, stable, non-free, and contrib. But it really is true that tkman is a _lot_ more useful. For one thing, tkman offers a search capability; xman offers only scrolling and visual grep.
