It's not surprising to see somebody unfamiliar with it. The original
Athena widgets are the only ones that work that way, the link-compatible
replacements like xaw3d tend to have scrollbars that work like the ones
on Mac, Windows, Motif, GTK, Qt, and pretty much everything else. The
main applications that are likely to use the old style are ones with
libXaw static-linked.

I'd rather have the old style control, and I wish that Mozilla would
correctly work with the X11 text-selection clipboard. I seem to be in a
rapidly-disappearing minority, though.
