the second problem is most probably connected with the webserver configuration you're running on localhost. if you running Apache, search for "AddDefaultCharset" string in your httpd.conf and set it to "Off".

as you will see the default charset forced by the Apache original configuration is iso-8859-1 which prevents your pages requiring different charset to display correctly.
