Apologies.  I think the OP was in a different situation .... but I may
be wrong.

Your case does sound like a bug.  I struggled with pgaccess at first and
found pgadmin3 easier to use until I'd learnt more SQL.  I created a
postgresql user with superuser and create database permissions and then
used pgadmin3 to create databases.  I'll go and check whether I can
create with pgaccess.
