Yes. Though I haven't looked closely at the dependencies for apt-cacher - so it may want to download a couple extra packages with apt-cacher. Yes, this works perfectly in my experience of using apt-cacher for over a year now. (I don't remember exactly how long I've been using it now.) Remember that apt-get doesn't start processing a new package until it is fully downloaded - and it gets the new package from apt-cacher - so apt-cacher will be available until all packages are downloaded and ready to be processed.
