I'm sure it could mean different things to different people. But my
first thought would be that Windows is almost useless unless you buy
their "optional" office software. If you don't use their "optional"
web browser, you can't get their security updates (at least we don't
have to pay for that part... yet). You have to install antivirus and
spyware removal tools to keep it "safe and secure"... and the list goes
on. 

In Linux you don't _have to_ install anything. I've got servers without
web browsers or e-mail clients and desktop machines without apache.
