The mailing list isn't moderated but the newsgroup version is. I think it's "automatically moderated" by sending incoming messages into the mailing list and copying the mailing list output into the newsgroup. It usually takes about an hour for my posts to appear. I had to subscribe to the mailing list in order to be able to post to the newsgroup.
