You can set a pri= option in the comment field of /etc/passwd, and edit login.defs to use it, afaik. Not sure if it's *quite* that simple though, since I've never done it.
I read it in the passwd(5), but I have not succeded to make it work: how the `pri=<niceness>' option must be inserted ?
