it was actually /etc/wgetrc that as default (at least I did not change it) had 'passive_ftp = on'. So the problem with wget is now solved - but... I don't like email attachments and normally include a link to files instead. I know of at least one case where it didn't work to click on the link in - I guess - outlook. Recently I had to exchange my router D-Link DI804V with a new D-Link 604 - before I did not have the problem, so it seems the DI804V was able to handle passive ftp's 'internally'.
