Some newer motherboards do not have apm support, or disable it in the BIOS in favor of ACPI. The Debian kernel I am using (2.4.18-k7) does not provide ACPI support and includes apm as a module. So that might be an explanation. If so, you might need to recompile a kernel (just copy the /boot/config-x.y.z-arch file as the kernel configuration and turn on ACPI and turn off APM support and rebuild).
