How will be it if I do not let you use Perl besides a manager 
when I try to change authority as follows?

chown root:root /usr/bin/perl
chmod 700 /usr/bin/perl

I think that this is a simple method most.
However, I have not tested it.
I think whether the command that does not change comes out.
