I'm installing Debian 3 using the 'compact' floppy set.  I'm hung up
at the "Install Base System" phase.  After several unsuccessful
attempts to install the base system from the network (I kept getting
download errors and mysterious "dbootstrap has exited with an error"
messages), I'm now trying to install the base system over NFS.
Toward that end I've downloaded the basedebs.tar file and made it
availeble on an NFS share from another machine.  I'm able to
successfully mount the share on the target machine, and it's able to
extract the tar and validate the Release file.  After this however, it
pops up this error:  

    /dists/woody/main/binary-i386/Packages.gz was not pre-downloaded 

What does this mean?  And what does it have to do with installing the
base debs?
