This isn't a chicken/egg dilemma (almost nothing is), all you need to do is install it from a cd or something, if you can't do that then just install from the net, disconnect, set it up, and reconnect. Or if you have the resources (unlikely), it's easier to set up all computers on a dmz (if you don't know what that is, ignore this sentence) and then transfer them to wherever they're needed.
