I'm not sure if there's any program to do this, but you could put a .deb file list on the zip or their computer, and only download files that aren't in the file list. It could probably be done with a short (perl|python|tcl|other) script if you are a programmer.
Pseudo code: download file list if there is an old one compare with old one else download all files in list save list to disk exit if a file is in the new list, but not the old download it overwrite the old list with the new one -- -----BEGIN GEEK CODE BLOCK----- Version: 3.1 GAT/CM$/CS>$/CC/IT$/M/S/O/U dpu s+:++ !a C++$>C+++$ UB+++>++++$L++++$*-- P+>++$ L+++(++++)$ E-(---) W+++>$ N(+) o?
