Not sure these are "correct" solutions, but for the terminal bell, from man bash (search for bell):

bell-style (audible)
              Controls what happens when readline wants to ring  the  terminal
              bell.  If set to none, readline never rings the bell.  If set to
              visible, readline uses a visible bell if one is  available.   If
              set to audible, readline attempts to ring the terminal's bell.

And how about moving/deleting the sound device file(s) for everything else? On my 2.4.27 sarge system and old sound card, sound is /dev/dsp.


Or you could keep the sound mixer controls muted.  Hope this helps.
