I had a similar problem:

It was caused by a paragraph sign in a headline: \section*{\S 1 ...} (the symbol prints fine in normal text).
I could resolve the problem by using the paragraph sign in a math environment: \section*{$\S$ 1 ...}
It's not exactly brilliant, but it works.
