I wouldn't go that far. The x-window-system metapackage is there as a simple way of getting a full X environment. If you wanted to look for what Debian's X requires, the x-window-system-core metapackage would be a better place to look, and that doesn't depend on xdm. It provides the X libraries, an X server (except on the S/390 architecture), a set of fonts, and a group of basic X clients and utilities. .
