Thank you - that solved that problem. Can you tell me why?
Also - when I try to stop the proxy server, I have to issue the "/etc/init.d/apt-proxy stop" command twice.

Basically, a given apt session can retrieve a single remote file without any problem - but the second file results in a delay of several minutes. Interrupting the apt session, and re-starting, results in the next file being retrieved immediately - but any further files again cause the delay.
