kdm should call /etc/X11/Xsession, but for some time has had a wrong
configuration that prevents it from doing that. Make sure
that /etc/kde3/kdm/Xsession exists and looks like this:


#! /bin/sh
# Xsession - run as user

# invoke global X session script
. /etc/X11/Xsession
