I don't think that the missing mode lines might cause the problem. In my XF86Config-4 I don't have any either and everything works fine. But the fact is, that you are apparently using an LCD monitor on a Laptop and that may make the issue completely different.
However, do you really have Explorer mouse? (Is it the one with two normal buttons, the wheel and some more buttons at sides? from m$?). Also, consider setting UseFBDev to false, although I am not expert on this.
