Bridging problem

Hello Everyone,   I am trying to set up bridge utils but everytime i type "brctl addbr br0" i get the error message "add bridge failed: Package not installed" yet checking with apt-get tells me that bridge-utils is installed and is the latest verison.   which package, exactly, is missing?   Cheers!   running debian testing with custom built 2.4.27 kernel (maybe i was supposed to select something during kernel-configuration??)
