This isn't a bad idea, assuming that it's correct.

However, it's also possible that dpkg itself is baked. Fortunately, you
can download the dpkg source package (which is currently
dpkg_1.10.23.tar.gz, at least for unstable) and install it using the
ordinary ./configure; make; su; make install routine, and by default it
pops dpkg in /usr/bin/dpkg, right where apt-get expects to find it.
