Reformatting it doesn't change that you're using the clipboard on the Windows side, and selections rather than the clipboard on the X11 side, and apparently surprised that they don't work the same way.
Use the clipboard on both sides, it works the same way on both.
dunno - I think you better not try ctrl-c/ctrl-v stuff in an xterm.. ;)
