Thanks for the tip! It works. Looking at various web pages on xmodmap, it even looks possible, via a slightly more complex syntax, to define a compose key, so that all the Windows key combinations for all the Latin-1 accented characters could be reproduced. Is there some reason the Debian standard xmodmap.us doesn't ship this way? (And, or course, all the other xmodmap.XX files with the corresponding Windows conventions for those locales?) Is it just an aversion to anything Microsoft has done, or is there some better reason not to do this?
