The 550 message is not a reply, it's a refusal to accept. A reply would be generated later, once the message is accepted.
I'm not sure that I agree with the list of countries, but for sure I'm happy to reject all mail from China and Korea. AFAIk I've never exchainged email with anyone in China, though I have with Taiwan, and with one person in Korea. The amount of spam I get from those countries outweighs any benefit that might acrue to me for accepting mail from them.
