You are right, it only caches the packages that you request and does not have the ability to 'pre-cache' built in. Although you could probably add one with a simple script that reads the Filename field in the Packages files in /var/lib/apt/lists and requests each file from apt-proxy with wget (which would cause apt-proxy to fetch the file and place it in its cache).
